How major investments in the arts sector remain invisible


Commissioned by the CBK Rotterdam, research was conducted into Rotterdam artist-in-residences (hereinafter referred to as AIR). An AIR facilitates a period for an artist or creative maker to temporarily move into a place to live and/or work. This is often outside of the familiar environment and linked to a theme or technique. This gives the artist the opportunity to do research, create new work, expand the network or prepare exhibitions.

The aim of this study was to inventory the AIRs, to find out how they function and what their needs and bottlenecks theyn. The results are presented in this starting document and are a snapshot of the last quarter of 2023. 21 organisations were interviewed. Several of these have multiple AIR programmes (approximately 32 in total). AIRs are offered by a very diverse group of initiatives and institutions. This makes them difficult to categorise or classify by size.

In general, the smallest groups depend on project subsidies or other income such as (hall) rental. The larger organizations have more structural financing, such as awarded BKV funds or four-year subsidies. Six interviewed organizations can be classified as larger. An important note here is that this structural financing varies greatly in size and there are no special pots for the financing of AIRs.

There is clearly interest in AIRs and for good reason. Since 2021, nine new AIRs have been added, six of which are at organizations that did not have their own AIR before. For the artist or maker, AIRs are a huge boost for the professional practice that can reverberate for years to come. AIRs attract new talent and invest in existing talent. For the organizations it is a long-term investment, whereby the artist remains connected to this organization after professionalization and development.

What does AIRS offer?

During this research it became clear that everything about AIRs is intertwined. Each AIR offers something specific and they are impossible to capture in a simple list or description. This is partly because there is a huge goodwill factor in this sector, namely: Much help and support takes place on an informal basis. In addition, smaller AIRs, due to their limited teams and budgets, dare not put much in writing, for fear that they will not be able to meet this promise.  

A good example of this is the question: Do you offer transportation to the artist during the residency?The respondent answers: No. Later in the conversation it turns out that the organizer's personal car is always lent out when needed. The same goes for materials, technical support and much more. This phenomenon is typical for the cultural sector and ensures that a large part of the support for the artist remains invisible.

AIRs offer artists and creative makers a huge amount, but do so with limited resources. Researching these parties and organizations is difficult due to the great diversity of constructions and highly informal context. People do things because they believe it is good and not because it is stated in a policy paper, protocol or other formalized document.  

AIRs are very vulnerable. The smaller organisations are dependent on project subsidies and the larger structural funds have no pot for it, which means that money for AIRs can suddenly disappear. In addition, a large part of the work in small and medium-sized organisations is done unpaid, often by artists and creative makers. This makes them easier to disappear, for example in the event of a financial crisis at home.  

AIRs are an essential part of the creative humus layer that keeps Rotterdam so dynamic and attractive. To maintain this, the AIRs also need to be fed.
